Description: This program awards grants to state educational agencies (SEAs) to design, develop and implement statewide, longitudinal data systems to efficiently and accurately manage, analyze and use individual student data. The long-term goal of this program is to help all states create comprehensive early-learning-through-workforce systems that use data to improve education services and outcomes.
SEAs may apply for grants under one of three priorities:
- To design, develop and implement statewide, longitudinal K-12 data systems.
- To develop and link early childhood data to the state's K-12 data system.
- To develop and link postsecondary and/or workforce data to the state's K-12 data system.
In order to ensure fairness and afford as many eligible applicants as possible an opportunity to be considered for funding under this program, the DOE is reopening the Statewide Longitudinal Data Systems FY12 competition. All applications received by the original December 15, 2011 deadline, as well as any additional applications or revisions to submitted applications accepted through January 13, 2012 will be considered.
Fit for Public Broadcasting: Only state educational agencies are eligible to apply for this grant, but stations should try to partner with SEAs for this program. The educational resources that many stations provide to their state's teachers, including those housed in PBS Learning Media, can be integrated into the data systems that states can develop with funding from this grant.
Eligibility: Only state educational agencies (SEAs) are eligible to apply. SEAs that received SLDS grants in June 2010 from funds appropriated under the American Recovery and Reinvestment Act (ARRA) will not be considered for 2012 SLDS grants under this competition.
Anticipated funding: $100,000,000 has been requested for this program in FY 2012. Although Congress has not enacted a final appropriation for FY 2012, the U.S. Department of Education is inviting applications now, so that it may be prepared to make awards following final action on the appropriations bill. The estimated average size of awards is $1,000,000 to $5,000,000 for the entire project period of 36 months. The maximum grant for Priority 1 is $5,000,000. Priority 2 and Priority 3 grants have a maximum of $4,000,000. The number of awards made under this competition will depend upon the quality of the applications received and the level of funding available.
How to apply: The application package will be available on Grants.gov on September 26, 2011. Applications must be submitted electronically through Grants.gov. Online submission requires registration, a process that usually takes three to five business days but can take as long as four weeks. Be sure to visit Grants.gov and begin registering well in advance of the deadline. To do business with the U.S. Department of Education, applicants must have a Data Universal Numbering System (DUNS) number and a Taxpayer Identification Number (TIN) and must maintain an active registration with the Central Contractor Registry (CCR).
