Description: This program will fund projects that improve the health of the Gulf of Mexico by addressing one of the following Priority Issue Areas: Coastal Community Resilience, Ecosystems Integration and Assessment, Environmental Education, Habitat Conservation and Restoration, Nutrient Reduction and Water Quality.

The focus of this program is on the five Gulf states: Alabama, Florida, Louisiana, Mississippi and Texas.

Environmental Education, the third Priority Issue Area, is most relevant to public media stations. Applicants that apply under this issue area must:

  • Increase awareness and promote action among Gulf citizens by engaging in educational and outreach activities.
  • Expand public awareness efforts to connect the Gulf and its relevance to the lives of citizens.
  • Increase environmental literacy among school-age audiences by developing, implementing, expanding and enhancing specific environmental education programs.
  • Include the economic value of Gulf ecosystems in environmental education.

Fit for Public Broadcasting: Environmental education is emphasized in this program, so public media stations, especially those in the Gulf Coast region, are a good fit. One of the goals of the environmental education is to raise awareness of and incite interest in the Gulf by using multimedia and technology. EPA strongly encourages partnering with the media to expand messaging; public media's broad reach and transmedia expertise are very relevant to this program. Developing and implementing educational programs, materials and websites is also required, so stations' relationships with schools will be valuable.

Eligibility: Proposals will be accepted from states, local governments, territories, Indian tribes, public and private universities and colleges, and other public or nonprofit institutions.

Anticipated funding: The total estimated funding for this program is approximately $3,000,000. EPA anticipates awarding approximately 10 to 50 cooperative agreements. Awards will begin in FY 2012, and proposed project periods may be up to three years.

How to apply: Applicants can download individual grant application forms from EPA's Office of Grants and Debarment. Proposals must be received by hard copy or electronically through Grants.gov. Online submission requires registration, a process that usually takes three to five business days but can take as long as four weeks. Be sure to visit Grants.gov and begin registering well in advance of the deadline.

Applicants must be registered in the Central Contractor Registry (CCR) prior to submitting an application, must maintain an active CCR registration and must provide their DUNS number in the application.
