Description: The purpose of the Gulf Coast Recovery Grant Initiative is to assist local educational agencies (LEAs) in improving education in areas affected by Hurricanes Katrina, Ike or Gustav. Proposals that serve at least one school designated by the state as a persistently lowest-achieving school will receive a competitive preference priority.

Funds can be used to improve education through such activities as replacing instructional materials and equipment, paying teacher incentives, constructing, modernizing or renovating school buildings, beginning or expanding Advanced Placement or other rigorous instructional curricula; starting or expanding charter schools and supporting after-school or extended learning time activities.

Proposals must clearly demonstrate that the project meets a need that was caused by a hurricane.

Fit for public broadcasting: This funding opportunity only applies to stations that are in areas affected by Hurricanes Katrina, Ike or Gustav. Applicants for this award must be LEAs, so this is a partnership opportunity for public broadcasting stations in Louisiana, Mississippi and Texas. One of the standards by which proposals for this grant will be evaluated is the extent to which the services to be provided by the proposed project involve the collaboration of appropriate partners in order to maximize effectiveness. Local stations may be able to provide educational resources, as LEAs improve their curricula. Local stations may also be able to contribute their broadcast and media expertise to creating new school programs. Stations can consult this list of eligible LEAs to see if any schools in their area qualify for this grant program.

Eligibility: LEAs located in counties in Louisiana, Mississippi and Texas designated by the Federal Emergency Management Agency (FEMA) as counties eligible for individual assistance due to damage caused by Hurricanes Katrina, Ike or Gustav are eligible to apply for this grant. Lists of eligible LEAs can be found on the Gulf Coast Recovery Grant Initiative website.

Anticipated funding: An estimated $12,000,000 is available through this program. Awards will range from $150,000 to $3,000,000, and the estimated average size of award is $1,500,000. Between six and ten grants will be awarded. An eligible LEA may request up to $500,000 per year for each school it intends to serve through this grant program. An applicant may not include more than three schools in a single application for a grant. Projects can be for a period of one year or two years.
