Description: The purpose of the MEP Consortium Incentive Grants program is to provide incentive grants to state educational agencies (SEAs) that participate in consortia with one or more entities to improve the delivery of services to migrant children whose education is interrupted. Through this program, the DOE provides financial incentives to SEAs to participate in consortia to improve the intrastate and interstate coordination of migrant education programs by addressing key needs of migratory children who have their education interrupted.
This program maintains eight absolute priorities concerning migratory youth whose education is interrupted. Applicants are required to address one or more within their submitted proposals. These include:
- Services designed to improve proper and timely identification and recruitment.
- Services designed to improve the school readiness of preschool-aged migratory children.
- Services designed to improve the reading proficiency of the target population.
- Services designed to improve the mathematics proficiency of the target population.
- Services designed to decrease the dropout rate.
- Services designed to strengthen the involvement of migratory parents in their child’s education.
- Services designed to expand access to innovative educational technologies intended to increase academic achievement.
- Services designed to improve the educational attainment of out-of-school migratory youth whose education in interrupted.
Fit for Public Broadcasting: Stations are encouraged to partner with a SEA for this program. Those stations involved in the American Graduate initiative may find a good fit here given the overlap with addressing the dropout rate of migratory youth. Additionally, the focus in expanding access to innovative educational technologies intended to increase academic achievement may be attractive to those stations already working with schools in their area.
Eligibility: Eligible applicants include SEAs receiving MEP Basic State Formula grants, in consortium with one or more other SEAs or appropriate entities.
Anticipated Funding: It is estimated that $3 million will be granted through this program in FY12 over 47 awards. The maximum amount awarded will be $250,000. The project period is up to 24 months.
