Description: The U.S. Department of Labor (DOL), Veterans’ Employment and Training Service (VETS) is accepting applications for programs which help reintegrate homeless veterans back into the labor force through its Homeless Veterans’ Reintegration Program (HVRP). Proposed projects may include job training activities, counseling, and/or placement services (including job readiness, literacy and skills training), and must fall into one of two categories: Urban geographical areas, and Non-Urban geographical areas (Native American tribal lands fall into the Non-Urban category).
The funds available in this competition focus on homeless female veterans and homeless veterans with families. No specific service model is required, but proposed projects are expected to include activities and services that achieve the two universal objectives of this grant program. These objectives include:
- Provide services to assist in reintegrating homeless female veterans and veterans with families into meaningful employment within the labor force.
- Stimulate the development of effective service delivery systems that will address the complex problems facing homeless female veterans and veterans with families.
In order to achieve these universal objectives, each applicant’s proposal must address the following dimensions: outreach, assessment and intake, employment and training services, and follow-up services. Additionally all proposed projects are expected to include a housing capability to care for the program participants. In FY 2013, VETS is seeking applicants that can not only demonstrate their ability to provide necessary services through a client-centered case management approach, but also those who can effectively collaborate with a network of federal, state, local and tribal organizations to target resources toward homeless veterans.
Fit for Public Broadcasting: Stations are eligible to apply for this program directly, but may be more suited as partners. Applicants are encouraged to form collaborations and have the option of giving sub-awards to various experienced entities, including community-based organizations, to help achieve the goal of reintegrating homeless veterans back into the workforce. Public broadcasting stations will find a natural fit as partners in carrying out the job readiness component of the HVRP, which highlights the use of education activities, and occupational skills and on-the-job training as necessary tools for achieving the project goal. Stations with experience in job training and providing outreach to veterans’ are encouraged to participate.
Eligibility: Eligible applicants include state and local Workforce Investment Boards, local public agencies, Native American tribal governments and organizations, for-profit commercial entities, and nonprofit organizations including faith-based and community-based organizations.
Anticipated Funding: An estimated $5,000,000 is expected to be available for HVRP grants. Awards will range from a minimum of $100,000 to a maximum of $300,000 for each Urban grant, and between $100,000 and $200,000 for each Non-Urban grant. Grants will be awarded in both the Urban and Non-Urban categories. The final number of each grant to be awarded has not been determined, but will be based on the applications submitted.
