Description: Funding distributed through the Training to Work-Adult Reentry program will support training and employment services for inmates, 18 and older, enrolled in state and/or local work-release programs. The U.S. Department of Labor (DOL) Employment and Training Administration (ETA) is seeking projects that improve the long-term labor market prospects for offenders enrolled in work-release programs, and must implement an integrated strategy that includes education and training that lead to industry recognized credentials.
Grantees are expected to provide job training, employment preparation and assistance connecting participants to supportive services. Fundable activities acceptable in carrying out these project components may include, but are not limited to:
- The development of cognitive and soft skills that participants will need to succeed in future jobs, and that support one or more workplace competencies.
- Vocational skills training and wages in an on-the-job training framework.
- GED preparation.
- Alternative secondary school services and career awareness classes that develop lifelong career pathways.
- Assistance with career development and further education as needed by the participant.
Collaboration is a key aspect of this program, as partnerships are necessary to carry out critical supportive services. Acceptable collaborations may include state and/or local work-release programs, American Job Centers or local workforce investment boards (WIBs), housing programs, mental health treatment centers and substance abuse treatment services.

Fit for Public Broadcasting: Stations are eligible to apply to this program directly, but may be better suited as a partner organization. The DOL is seeking projects that utilize workforce development and GED preparation activities, by encouraging collaborations with organizations and agencies that help carryout these necessary services. Public broadcasting stations will find a natural fit here. Among the listing of acceptable partner organizations, includes those which provide services and instruction that help adult participants attain a high school diploma or state equivalent. Stations with experience in GED preparation are encouraged to participate.
Eligibility: Any nonprofit organization is eligible to apply. All grantees must be located or have offices located in high-poverty, high-crime areas.
Anticipated Funding: DOL anticipates awarding approximately $20,000,000 across 15 grants. Up to $1,400,000 will be available per grant, with a project period of 39 months.
