APTS Submits Comments on Second Race To The Top District Grant Competition

On April 16, 2013, the U.S. Department of Education (DOE) released a notice inviting comments on the proposed priorities for a second Race To The Top – District (RTTT-D) competition expected in fiscal year (FY) 2013. The RTTT-D competition builds on the momentum of the other Race To The Top competitions and is focused primarily on classrooms and the relationship between educators and students. In June 2012, APTS provided comments to the proposed priorities released prior to the first RTTT-D competition held in FY 2012. The priorities proposed for the second round competition are vastly similar to those used in the 2012 solicitation. APTS is supportive of the DOE’s proposed priority regarding personalized learning environments, but encourages the DOE to place a stronger emphasis on the use of digital content and resources.

In particular, APTS provided comment in two key areas:

  • Definition of Digital Learning Content: The DOE defines digital learning content as “learning materials and resources that can be displayed on an electronic device and shared electronically with others.” APTS proposes broadening this definition to ensure all high-quality multiplatform digital content is captured. APTS suggests multiplatform digital learning content to mean “high-quality learning materials and resources that can be displayed on an electronic device (including, but not limited to, television, online, mobile devices or apps) and shared electronically with other users.” Additionally, APTS encourages the DOE to incorporate this expanded description into the definition of metadata, and the proposed selection criteria preparing students for college and careers.
  • Results, Resource Alignment and Integrated Services: Under this proposed priority, the DOE encourages applicants to better integrate public or private resources in a partnership designed to enhance a school’s resources in addressing students’ needs. While APTS supports these efforts, community based media organizations should have a stronger role. APTS’ comments propose amending the priority to include community based media organizations among the list of potential partner organizations. 

The DOE does not anticipate releasing an official response to the comments submitted. Instead, they will address any changes in the official RFP expected to be released later this summer.
