Opportunity and Strength
With the emergence of digital television, Public Television stations have taken a leading role in the development of digital learning resources and partnerships to enhance education in local communities.
In the upcoming 110th Congress, which convenes in January, reauthorization of the Elementary and Secondary Education Act (ESEA)—also known as No Child Left Behind (NCLB)—will be at the top of the legislative agenda. Existing programs such as Ready To Learn, Ready To Teach and Star Schools, will be up for review, and we have an opportunity not only to shape the future of those programs, but also to advocate for an expanded role for Public Television in the education arena.
A preliminary meeting of Public Television’s educational stakeholders was convened earlier this year by APTS and NETA, to begin developing a policy position, case statements and strategies for new legislative proposals in the 110th Congress. The meeting highlighted consensus about the need for a unified goal, proven results, and consistent messages about Public Television’s achievements in education.
Additionally, stakeholders identified several areas for the Education Services Coalition to pursue, including:
- Secure Funding for Digital Education Services: In NCLB, Congress authorized the Ready To Learn and Ready To Teach programs—which included PBS TeacherLine and digital content grants to local stations—and Star Schools. Together, these programs provide $40 million in annual funding to Public Television. As Congress takes up the NCLB reauthorization, we want to ensure that this legislation continues to embrace Public Television’s leadership in developing digital educational services.
- Secure Educational Rights to Content: This forward-looking coalition will also develop and pursue legislation that expands “educational use” rights for content.
- Promote Funding for Educational Partnerships: The Education Services Coalition will continue to pursue new funding sources for partnerships for Public Television stations with educational institutions.
APTS will facilitate the work of the coalition through conference calls, in-place meetings and the dissemination of timely and relevant information.
