Description: The goal of the Tobacco Regulation Awareness, Communication and Education Program is to educate Americans about the risks of tobacco products. It seeks to increase capacity at the community level in the areas of health communication and education that address federal tobacco regulations and the public health goals of the Tobacco Control Act. The program will help increase knowledge and encourage long term behavior change which will contribute to reductions in the morbidity and mortality associated with tobacco use in the U.S.

The program will advance public health by supporting community-based programs that work to identify and disseminate evidence-based, community-level best practices and improving access to standardized, community-level data.

Strong applications will seek to educate and communicate to achieve the following means:

  • Promote the understanding of the consequences of tobacco use through individual and community actions.
  • Protect youth from the dangers of tobacco use.
  • Increase cessation among those who use tobacco products.

HHS is especially interested in projects that utilize new and creative ways to publicize the harmful effects of tobacco to a broader youth audience. Grantees are expected to work with the FDA to ensure that the information and data used is understandable and not misleading to the audience.

Funding recipients must implement a comprehensive public education and/or communication program that addresses federal tobacco regulations and the public health goals which flow directly from them, as identified in the applicant’s needs assessment and that will improve health outcomes for members of target populations.

Fit for Public Broadcasting: This is an excellent fit for public broadcasting stations and allows for the strengthening of partnerships with state agencies working to achieve similar goals. Stations can use this award to spread awareness and educate of the harmful effects of tobacco use through traditional programing, education and community engagement efforts to reach a broader audience.                                                                                  

Eligibility: This program requires a partnership between at least one governmental agency and one community-based organization.  A community-based organization includes any public or private nonprofit organization that is representative of a community or significant segments of a community; and provides educational or related services to individuals in the community. Anticipated Funding: The FDA intends to fund approximately 12-15 awards totaling $22,500,000. The maximum award size will be $1,500,000, with a project period exceeding no more than four years.

How to Apply: Applications must be submitted electronically, via Grants.gov. Online submission requires registration, a process that usually takes three to five business days but can take as long as four weeks. Be sure to visit Grants.gov and begin registering well in advance of the grant deadline.
