Description: The David and Lucile Packard Foundation was founded by David Packard, co-founder of the Hewlett-Packard Company, and by Lucile Salter Packard.
The majority of the Foundation's grantmaking is in three program areas:
- The Conservation and Science Program seeks to protect and restore oceans, coastal systems and marine environments; funds also support work around climate change, agriculture, and Western environments.
- The Population and Reproductive Health Program works to slow population growth in high fertility areas of the world and to enhance and protect women's reproductive health and rights, especially for marginalized and disadvantaged girls and women (mostly focused on the U.S., Sub-Saharan Africa and Asia).
- The Children, Families and Communities Program seeks to ensure opportunities for all children to reach their potential (focused on health and early education). In addition, the Foundation maintains a local grantmaking program that supports cultural and social programs in four California counties (San Mateo, Santa Clara, Santa Cruz and Monterey, and also in Pueblo, Colorado). The Foundation also gives organizational effectiveness grants and some program-related investments to further program goals.
Sample grants:
- $1,000,000 over one year to KQED to support a merger between the three primary public broadcasting stations in the Greater Bay Area (2006).
- $500,000 over two years to Population Media Center to create and air a radio serial drama in Papua New Guinea (2009).
- $225,000 over 19 months to BBC World Service Trust for a radio drama series that promotes gender equality (2008).
- $200,000 over two years to Radio Bilingue for Rockin' da House, a weekly interactive sex-education youth talk show (2005).
- $100,000 over one year to Northern California Public Broadcasting for Saving the Bay, a documentary series (2007).
- $50,000 over one year to Pacific News Service to inform diverse ethnic media and their readership in California about important issues in early childhood education through a fellowship program and New America Media editorial content on preschool (2009).
- $15,000 over one year to Rocky Mountain Public Broadcasting Network to support the purchase and installation of digital production equipment (2009).
Fit for public broadcasting: The best fit for public broadcasting is to bring visibility to issues most important to the foundation.
Eligibility: Giving for national and international grants. No support for religious purposes. No grants to individuals.

The Foundation does not accept proposals in all areas. After reviewing guidelines, the initial approach is by proposal or two or three page letter of inquiry.
Giving range: A few grants exceed $1 million. Most are below $500,000.
