Description: The Foundation was created with funds resulting from a lawsuit associated with the merger between Blue Cross & Blue Shield and Anthem, Inc. The Foundation's first full year of operations was 2002. The Foundation is committed to improving the health of all Kentuckians. To that end, it supports both statewide and community-based programs. It also sponsors forums that bring together policymakers, civic leaders, health professionals and advocates.

The Foundation supports a series of initiatives designed to improve the health of Kentuckians. Current priorities are health education and prevention promotion, specifically related to:

  • Fitness and Nutrition for Children and Families.
  • Youth Smoking Prevention.
  • Youth Substance Abuse Prevention.

The Foundation also supports initiatives that enhance access to:

  • Health Care for Low-income and Uninsured Populations.
  • Health Care for Rural Populations.
  • Integrated Mental Health and Medical Services.

The Foundation also runs a matching grants program designed to help applicants attract funding – private or governmental -- from outside Kentucky.

Sample grants:

  • The Foundation supported The CommonHealth of Kentucky, a KET-produced broadcast exploring Kentucky's poor showing on health measures. Funding also came from the Robert Wood Johnson Foundation (2005).
  • The Foundation is a funder of the Health Coverage Fellowship program, sponsored by the Blue Cross Blue Shield of Massachusetts Foundation. The program is designed to help media do a better job covering health.
  • The Foundation supported a two-year project to produce localized content on health for rural, weekly newspapers, managed by the Institute for Rural Journalism and Community Issues (2006-07).

Fit for public broadcasting: The Foundation has significant interest in collaborating with media organizations to further its mission of improving health in Kentucky.

Eligibility: Organizations eligible for funding include non-profit organizations, including governmental agencies whose efforts primarily benefit persons who reside in Kentucky. To be eligible for Matching Grant support, the proposed project must be consistent with Foundation focus areas and the external funding source must require generation of a local match by the grant applicant as a condition of funding.

The Foundation will not fund:

  • Direct patient care.
  • Capital campaigns or requests for facility construction (although project-related equipment may be included in requests).
  • Overhead expenses except in limited amounts for specific projects.
  • Expenses related to registered legislative agents for the purpose of lobbying.
  • Endowment funds.
  • Individuals.
  • Private, for-profit entities.
  • Political causes.
  • Retroactive expenses or deficit reduction or forgiveness.

Deadline: None for matching grant applications. See individual RFPs for other deadlines.

How to apply: Interested organizations should register online to receive e-mail updates about grant opportunities. The Foundation accepts proposals for funding only in direct response to a specific Request for Proposals (RFP) or Request for Quotes (RFQ) or grant solicitation issued by the Foundation. The Foundation will not review unsolicited grant requests except for requests for matching grant funds.
