Description: The objective for the IRS program is to support surveys, studies, and the development of instructional materials to improve and strengthen instruction in modern foreign languages, area studies, and other international fields. Proposals should address one or both of the following competitive preference priorities:

  1. Instructional Materials Applications:  The development of specialized instructional or assessment materials focused on any of the seventy- eight languages selected from the U.S. Department of Education’s list of Less Commonly Taught Languages.
  2. Research, Surveys, and Studies Applications:  Research, surveys, or studies relating to current needs for improving internationalization (including foreign language instruction, area studies, and international studies) in Historically Black Colleges and Universities, Predominantly Black Institutions, Hispanic Serving Institutions, Tribally Controlled Colleges and Universities, Asian American and Native American Pacific Islander-serving Institutions, Native American-serving Nontribal Institutions, or Alaskan Native and/or Native Hawaiian institutions.

Fit for public broadcasting: Public television stations that have experience developing and publishing specialized materials for use in foreign language, area studies, and other international fields should consider applying. This project is closely aligned with public television’s goal of producing content that emphasizes diversity and education.

Eligibility: Public and state controlled institutions of higher education, nonprofits with 501(c)(3) statuses, other than private institutions of higher education and state and local governments.

Anticipated funding: In 2010, the competition expected to award $1.6 million total for 10 awards, ranging from $50,000 to $200,000 each per year. Average award size is $164,000. Project periods can last up to three years.
