There is no shortage of good advice addressing your good question of how to create procedures to guide the grant administration process. Everyone will have an opinion. In my view, it comes down to trying different approaches until you find one that makes you the most effective. Ultimately, as in every other field, time management, prioritization & organization are key. Grant seeking/writing is not unique in this regard.
With that being said, there is of course a need to follow a specific chronology & related steps. Below are a couple of links to good information. The link to the University of Georgia I did not select for any particular reason other than it does a nice job of laying out in a concise & visually pleasing fashion the grant seeking process. As you may know if your station is a university license, many other universities call their grants office, the Office of Sponsored Programs, which is traditionally responsible for facilitating and tracking grant activity (including budgets/regulations) through the institution.
In my view, it comes down to developing some key practices & habits, including:
(1)-cultivating & maintaining good partnerships beginning with your internal partners & colleagues, (2)-understanding & prioritizing your station's internal & external goals, (3)-being honest with yourself & colleagues when evaluating grant opportunities. This will help you to determine what grant opportunities to pursue and the ones to pass up resulting in a good match, and (4)-respecting & leveraging internal resources.
